07 Nov Baltimore Police arrest 22-year-old on gun related charges

Recently in Fells Point, Maryland, a 22-year-old man was arrested and issued a number of handgun related charges. A representative of the Baltimore police stated that the incident took place while many people were outside partaking in Halloween festivities. Reportedly, the arrest took place after police heard gunshots and proceeded to investigate.
As officers conducted their investigation, they witnessed the 22-year-old in possession of a handgun. It is said the 22-year-old then took off running from the scene but was subsequently apprehended. The officers confiscated the handgun as well as ammunition from him. No one was injured in the incident.
A case like this could raise some questions. For example, did anyone actually see the 22-year-old discharge the weapon? Also, did the police follow all the required procedures necessary in order to make the arrest?
